Hairdressers, beauty treatment and skin penetration businesses

Council is responsible for registering certain types of personal care industries. This includes those offering hairdressing, body piercing, manicures, pedicures, colonic irrigation, waxing and solariums. Please contact Council if you are unsure of your registration requirements.

The Environmental Health Officer's role is to ensure that standards and premises requirements are met under the Public Health & Wellbeing Regulations 2009. The Department of Health guidelines for personal care and body art industries is used to demonstrate compliance with the Regulations and follows a risk management approach.

Council offers a service to review and endorse premises plans so that we can assess compliance with the Regulations. To avoid the risk of delays and extra costs if extra building works or alterations are needed to obtain registration, you should arrange for an assessment from Council before registering your new business.

Application process for a new business

  • Submit Application Form – 'Submitting Plans for Approval for a Food or Health Business' – with the premises plans.
  • Submit Application From – 'Application for Health Premises Registration' – with the premises plans and applicable fee.
  • Council will arrange an inspection of the premises once it receives your application form or plan approval form.
  • You will receive a Certificate of Registration once Council is satisfied that compliance with the standards and statutory requirements has been achieved.

Purchasing an existing business

  • Before purchasing an existing business, a transfer inspection must be arranged. Submit the request for information and documents application so that a transfer inspection can be arranged.
  • Council will arrange an inspection of the premises once it receives the request for information and documents.
  • A copy of the transfer inspection report and application to transfer the premises will be sent to you.
  • Submit the application to transfer the premises along with the appropriate fee.
  • You will receive a Certificate of Registration once Council is satisfied that compliance with the standards and statutory requirements has been achieved.
