A new rating system applies to Council rates and charges from 1 July 2016, including a rate cap of 2.5% introduced by the State Government in the 2016–17 financial year on general rates, but excluding waste management.
Council adopted a Rating Strategy in April 2016 following lengthy community consultation, which changed Council’s previous approach in determining how rates and charges are applied. This strategy includes reducing general rates by the amount needed to fund waste management and instead establishes a process for recovering these costs by applying waste charges.
For all services, excluding green and public waste, Council will continue to distribute the cost of services using property valuation (Capital Improved Value or CIV). Under this system, higher valued properties will continue to pay more and lower valued properties will pay less than the average rate increase.
