Do you need to do work within the road reserve (including the roadway and/or the roadside)? If you want to conduct work in, on, under or over a road, you may need to notify and obtain consent from Council in relation to these works.
What do I have to do?
The Road Management Act requires you to:
Road opening permit
A road opening permit is required when undertaking any work within the road reserve such as construction of driveway crossovers or installation of Legal Points of Discharge. Before undertaking work within a road reserve, an application for road opening permit must be completed. Fees apply and evidence of public liability coverage must be produced before the permit can be granted.
Penalties apply to anyone found to have undertaken work in the road reserve without a permit.
If work is to be undertaken directly beside or on the traffic lanes, a Traffic Management Plan must be submitted along with the application for a road opening permit.

Planting or removal of trees on nature strips
Planting or removal of trees on the nature strip area is not permitted without a permit. The permit application form is available in the local laws and permits section of this website.
Council officers will assess each application to ensure that damage is not caused to underground or overhead utility services and appropriate species are planted.
Penalties apply to anyone found to have planted or removed trees on the nature strip without permit.
Electric line clearance tree trimming program
The Borough of Queenscliffe conducts an annual electric line clearance tree trimming program in order to maintain compliance with the Electricity Safety (Electric Line Clearance) Regulations 2015.
