In July 2018 the Minister for Planning approved a state-wide amendment to the Victoria Planning Provisions (VPP) and all Victorian planning schemes to introduce a new Planning Policy Framework (PPF). The PPF is designed to improve the operation of policy and better align state and local policy. It is based on a three-tier structure that integrates state, regional and local planning policy.
While state and regional policy was integrated into the Queenscliffe Planning Scheme under the July 2018 amendment, a separate planning scheme amendment was required to translate local planning policy into the New Planning Policy Framework.
The Department of Environment, Land, Water and Planning (DELWP) completed the policy neutral translation of local planning policy and the Minister approved the new version of the Queenscliffe Planning Scheme in February 2022 using his powers under 20(4) of the Planning and Environment Act (preparation and approval of an amendment without exhibition).
The effect of Amendment C38Queens is to replace the Local Planning Policy Framework of the Queenscliffe Planning Scheme with a new Municipal Planning Strategy, local policies within the Planning Policy Framework and a selected number of local schedules consistent with the changes made to the Victoria Planning Provisions.
Many “rules” apply to the translation process including word limits. Therefore the Local Planning Policy Framework will look shorter, but effort has been put into retaining policy and strategies so that nothing important is lost.

Former neighbourhood character based policies at Clause 22.03 can now be found under Clause 15.01 Built Environment.
